Bern, 5 October 2026 · Message and classification

On 2 October, the Federal Council approved 135 million francs for eight additional projects by Swiss companies in Ukraine, concerning energy, public transport and water.

What support is provided for

The project list mentions, among other things, 150 Statron mobile energy storage facilities, the restoration of a district heating network by Brugg pipe system and two Matisa rail modernisation machines. GWF is intended to improve water management.

Companies must bear at least ten percent of the respective project costs themselves. [1] Cooperation with companies is therefore an essential part of the model.

Part of a larger program

For the Swiss National Programme Ukraine 2025–2028, 1.5 billion francs from international cooperation are planned, including economic recovery, public services and the protection of the civilian population and peace.

This arrangement is important: a single project authorisation does not yet answer how well the entire aid works, for which it needs information about the concrete implementation and the benefits for local people.

Classification: Three questions for implementation

Secondly, can local professionals operate and maintain them reliably? Thirdly: Will publicly understand which services have actually been provided for the funds used?

The origin of a machine alone does not answer any of these questions.
